Loosing file name dowloading PRFile

As I tried to explain there are several dragging forces here. When one
is fixed, another one breaks. I am trying to find a solution that is
consistent and that works for most setups. Earlier versions did not
show this bug until John McIntosh discovered that enforcing a
file-name in the HTTP header caused the file to always be downloaded
instead of displayed inside the browser window.
